Those whom she fought against would become one of Terra's greatest allies. The Returners are a rebel group bent on taking down the Gestahlian Empire. A fairly ragtag group based in the mountains range to the north of Mt. Kolts, the Returners secretly plot to overthrow the Empire.

Like many leaders of many cities, Edgar Figaro pretends to be allied with the Empire, when in fact he works hand-in-hand with the Returners. Locke Cole, a thief with a thurst for treasure, acts as a mediator for the Returners and affiliated cities and groups. Banon is the exulted leader of the Returners, a grizzly bear of a man with a passion to bring freedom to all.

Figaro On the surface, Figaro seems to be in complete support of the Gestahlian Empire. Secretely, of course, Edgar Figaro holds ties with the Returners. The secrecy of their pact is nullified when Kefka attacks Figaro castle, killing many and setting it on fire. Thereafter Edgar lends his full, open support to the Returners.

Doma Doma had been collaborating with the Returners for an indefinate period of time, and at the onset of the game were currently at war with the Empire. During the beginning of the battle, there was little bloodshed, thanks to the leadership of the respectable General Leo. But once Leo is called back by Emperor Gestahl, the mad Kefka takes his place. Only thinking of murder, Kefka poisons the river running through Doma, killing nearly everyone there. Doma's finest soldier, Cyan, manages to survive while his family does not, and to avenge them joins the Returners to fight Kefka and the Empire.

Narshe Declaring themselves an independant city, Narshe fiercly holds on to neutrality. Even after Figaro joins forces with the Returners, Narshe refuses to even think of the idea. Arvis, a mediator between Narshe and the Returners and also a resident of Narshe, has been trying to win over the people of the city, to no avail.

When Banon, Edgar and Terra return to Narshe long after the esper was discovered there, Arvis and Banon decide to take advantage of the tense situation with the esper by enlisting Terra to speak with it. Edgar realises this could lead to great or terrible conclusions. With Arvis's help, Edgar and Banon meet with the elder of Narshe. After much discussion and no leway, what finally pushes the elder to the Returner's side is Kefka attacking the city.
